Breast cancer is still relatively rarely operated on as an outpatient. This method of care mainly concerns lighter interventions, those affecting cataracts or the carpal tunnel mainly, according to a report by the Court of Accounts (PDF) published in 2013. The government has made outpatient care a priority, with a pricing incentive policy that enhances this care and reduces patient rates.

France is lagging behind
Like these two institutes, the private sector is far ahead of the public. The measures supposed to promote this care have not really changed things.
But the delay is more general: where the countries of Northern Europe opt for outpatient care in 65% of cases, France is lagging behind at 43%. Perhaps it is necessary to ogle the side of pathologies operated on on an outpatient basis to better understand this. The 12 most common surgeries account for 70% of the operations performed in day hospitals.
Marisol Touraine’s goal (50% in 2016) is a little too ambitious for the Igas, but not unrealizable. According to inspectors, it should be reached in 2018.
