Hospital unions are planning a strong movement in early October. They want medical and pharmaceutical careers in public hospitals to regain their attractiveness.
Three unions of liberal doctors (FMF, UFML, SML) and one of clinicians (Le Bloc) are calling for an unlimited health blockade from October 3. From this date, they intend to close their practice or their operating theater and thus protest against the Health Law, in particular the generalization of third-party payment.
But in this return, these city doctors are not the only ones to be angry. Their hospital colleagues are also determined to show their dissatisfaction.
In a press release entitled “Attractiveness (in the hospital): the cup is full”, the Confederation of Hospital Practitioners (CPH) and Avenir Hospitalier (AH) indicate that they have observed that to date, “the report on the attractiveness of medical practice in public hospitals produced by Jacky Le Menn has still not been published. The intentions of the Ministry of Health with regard to the follow-up to be given and the decisions to be taken are not known, and no date has been set for the various consultations to come ”, specify these unions.
Compliance with a 48-hour weekly limit
In this context full of doubts, these organizations no longer want to wait. For them, the measures intended to improve the attractiveness of hospital careers must absolutely contain several elements. Among them, respect for the limit of 48 hours per week maximum (as for emergency doctors); the abolition of security penalties (promised since 2005) and the abolition of additional night time which has no justification other than savings for the employer; or again, the “enforceable right for each practitioner to access a time of activity of general non-clinical interest, with sizing of the teams according to this possibility”.
A strong movement is emerging
And as these doctors have so far not been heard in their demands, they no longer hesitate to brandish threats. “If these measures are not quickly taken up by the public authorities, we are considering a strong movement at the beginning of October. The time for discussions is over, we now want decisions in connection with our proposals to be taken so that medical and pharmaceutical careers in public hospitals regain their attractiveness, ”they hammer home.
Contacted by Why actor, Dr Yves Rébufat, President of SNPHAR-E (1), a union associated with Avenir Hospitalier, specifies the avenues under study. “Regarding my profession, that of anesthesiologists, several modes of action are possible. We are so exhausted that everything is on the table. This goes from blocking hospital technical platforms to a strike of the permanence of care, which is very poorly paid, he recalls. Finally, why not a broader health blockade movement with liberal doctors, ”wonders this trade unionist.
To justify the growing unease of his colleagues, Yves Rébufat says: “The closure of several emergency services this summer, as in Valognes in Lower Normandy. As a result, the recruitment of hospital staff no longer works today. There are more and more vacant positions, and temporary work, which is also very expensive, is no longer enough. Hospitals are facing the wall, ”he thinks.
He concludes: “Future hospital doctors will not want a career where they are in the operating room all day (without non-clinical time) with 48-hour weeks in 4 days, without financial valuation of overtime”.
