The Hospital Federation is calling for more autonomy and financial support to set up regional hospital groups.
As the 2018 social security financing bill (PLFSS) is being prepared, the French Hospital Federation (FHF) wants to make its voice heard. During its back-to-school press conference, the institution recalled that public hospitals are engaging in major reforms, in particular the establishment of regional hospital groups (GHT) which aims to provide an appropriate response to health needs. territories. An effort wanted and agreed but which must be accompanied by the authorities, claims the FHF.
“GHTs are a complete paradigm shift in our health system which, until then, was very uniform across the country,” said Frédéric Valletoux, President of the FHF. With this reform, the hospital sector shows that it knows how to adapt ”.
But this development is not always smooth. “We never wanted a forced market integration and plead for more flexibility”, he explained, adding that it was time to leave autonomy to the establishments. Citing the regional health agencies (ARS) by name, the FHF considers “that they are no longer intended to intervene in the daily management of groups”. “The ARS must lose weight,” said Frédéric Valletoux.
Cooperate with city doctors
The FHF wishes, moreover, to pass “to time 2” of the GHTs by inviting private clinics and liberal doctors around the table. An essential step in responding to the problem of medical deserts.
In a letter addressed to the Minister of Health Agnès Buzyn, Frédéric Valletoux also proposes to prohibit the installation of liberal doctors in sector 2 in areas already overcrowded, but while preserving the freedom of installation of practitioners in sector 1. Objective: better meet the needs of the territories.
And if city medicine still cannot meet the needs of patients, the FHF suggests that local hospitals come in as reinforcements. Initiatives have already been put in place in certain municipalities such as Grigny (91). The town hall made premises available and the Center hospitalier sud Ile-de-France seconded two doctors.
Lack of funding
But to multiply these experiments, the FHF warns that investments in the hospital sector will have to be reinforced. After having managed to achieve 2 billion savings over the past two years, hospitals are now awaiting financial support from the state.
The Federation calls in particular for its wishes that part of the envelope of 5 billion euros announced by the President of the Republic is intended for hospitals. Answer in the fall.
The FHF is worried about the future of public nursing homes
During the re-entry conference, Frédéric Valletoux, president of the Fédération Hospitalière de France (FHF), announced that he would continue to fight against the reform of the pricing of public retirement homes. “We are still asking for the freezing of this reform which threatens many establishments”, he declared, recalling that this measure results in a loss of resources estimated at 200 million euros.
EHPADs are also concerned about the possible decrease in the number of assisted contracts. Some 25,000 contracts have been signed in the health and medico-social sector, half in nursing homes. These are mainly logistics and reception posts. “For these establishments, it would be a double penalty,” lamented David Gruson, general delegate of the FHF.
