The prevention of conflicts and psychosocial risks in hospitals is progressing. Marisol Touraine has appointed the former director of hospitals Edouard Couty as national mediator, as part of an action plan to prevent the discomfort of caregivers and conflict situations in the hospital, she announced.
Accusation of harassment, imposed changes of position … “Certain situations which can take the form of conflicts between people are particularly complex”, explained the minister in front of directors of establishments of the hospital public service.
Local system
As these situations “not always find a solution at the local level”, the Minister “wished to establish a mediation system at the regional and national levels, to promote (…) the resolution of conflicts by peers”.
The establishment of local conciliations and mediations should make it possible to intervene in these conflicts “as soon as possible, in an appropriate framework, in order to avoid their aggravation and their consequences in terms of psychosocial risks”, specifies the ministry in a press release. .
As national mediator, Edouard Couty, honorary master advisor to the Court of Auditors, is “responsible for prefiguring the organization of these mediations which will then be formalized by decree”, it is indicated. The minister added that he would have “the mission to set up before the end of January a national committee of peers to examine the situations” which have been reported to him.
30 million euros
This appointment is part of the national strategy for improving the quality of working life of health professionals, the first part of which, addressed to hospital staff, was unveiled in early December.
This plan provides for the investment of some 30 million euros for the deployment, over three years, of occupational health services in each regional hospital group (GHT), or the training of professionals “in the detection of risks. psychosocial and team management ”. He had been promised in September after the suicides of at least five nurses during the summer.
A national mission to improve the quality of life at work will also be “installed very soon”, in accordance with the recommendations of the report of the General Inspectorate of Social Affairs (Igas) recently submitted to the Minister and published this Tuesday.
This report, devoted to the detection and prevention of psychosocial risks for hospital medical staff, makes several recommendations that the ministry has taken on board since December (establishment of mediations and listening systems offering psychological support, the establishment of a national mission to improve the quality of life at work or reinforce management training, etc.).
