The cloth burns between the directors of hospitals and the emergency doctors, because of the working time. If the 48 hours are not respected, strikes will take place, announces Dr. Prudhomme.
“In the current social context, what emergency doctors say around the table, when they eat, is that it will end, in the hospital, as at Air France. The presidents of Establishment Medical Commissionss (1) risk coming out of our services without their shirts! », Confided to Why actor Dr Christophe Prudhomme, emergency physician at Samu 93 (Seine-Saint-Denis).
According to this member of the management of the CGT Health union, the climate in the services is tense, “very tense even”, he says.
These hospital practitioners (PH) are green with rage because the agreement on the working time they had obtained (39 hours of clinical work and 9 reserved for non-clinical tasks) last summer is still not respected.
60h per week instead of 48h
Dr Christophe Prudhomme explains that the 60-hour weeks in the hospital continue. The president of the Hospital Federation of France (FHF), Frédéric Valletoux, and Dr. Frédéric Martineau, president of the conference of presidents of CME (1) seek “to replay the match”, according to the emergency physician.
It is true that the latter have lodged an appeal with the Council of State to ensure that the circular of Marisol Touraine (of December 22, 2014), at the source of the new reference system on working time, does not apply. .
To understand this opposition, it must be said that the FHF has assessed the additional cost of the measure, at least, at 90 million euros. “On the one hand, we are asking very tough efforts from hospitals and, on the other, we are increasing the number of announcements which increase expenses and make the management of hospital teams even more difficult”, she lamented in a recent press release. .
Dr Christophe Prudhomme, member of the CGT Santé: ” If we do not apply the working time protocol, there will be mass resignations. Next summer, there may no longer be a doctor to run the emergency services… “
Towards emergency workers’ strikes at the end of 2015
“Financial” arguments that the emergency workers’ unions do not hear since Christophe Prudhomme is already announcing new days of strike if the agreement is not applied. “We discussed for six months to come up with this text. It was to come into force on July 1, 2015, ”he points out.
For this reason, the ultimatum of the emergency workers’ unions, including the AMUF (2), is set for January 1, 2015. “After this date, emergency services will be completely closed for several days, even during the holidays and at the time of the flu epidemic, ”concludes this trade unionist.
