Justice Commissioner Didier Reynders said: “ With the digital green certificate, we are taking a European approach so that EU citizens and their family members can travel this summer safely and with as few restrictions as possible. This document could contain several types of certificates: on vaccination, relating to screening tests and certificates for people recovered from Covid-19. This health passport would become necessary to facilitate the movement of people through European countries, but also to avoid certain constraints to enter a territory, such as quarantine or the obligation to be tested. Health certificates can be issued in electronic or paper format. They will have a QR code, to guarantee the authenticity of the document.
