The national vaccination campaign against Covid-19 began (timidly) at the end of December 2020. And new information has awakened followers of conspiracy theories on social networks: the establishment of a “file Covid-19 vaccine” called “SI Vaccin Covid” (for Covid Vaccine Information System).
Covid Vaccine Information System (SI Vaccine Covid): what is it exactly? Managed jointly by the Directorate General for Health (DGS) and by the Health Insurance (CNAM), this file is responsible for storing information concerning vaccinations: the patients’ age, sex, name, city, but also the date and place of the injection and the name of the doctor who performed it.
This information is entered into the file by the doctor who performed the vaccination. The National Commission for Computing and Liberties (CNIL) affirms that the information in question is kept confidential, under medical secrecy.
A national file to monitor possible side effects and list priority people
Covid Vaccine Information System (Covid Vaccine IS): what is it for? This file allows the health authorities to monitor the appearance of possible side effects; it also makes it possible to send vaccination vouchers (like for the flu!) to priority people for the vaccine against Covid-19.
Can we refuse to be in the Covid Vaccine Information System? Good news: thanks to the General Data Protection Regulation (GDPR), you can refuse to be part of the Covid Vaccine IS. Thus, people who receive the vaccination voucher can exercise a “right of opposition to the processing of their data” – this refusal must however be expressed before being vaccinated against Covid-19!
SI Covid Vaccine: why do doctors receive 5.40 euros per vaccinated patient? For each person entered in the SI Covid Vaccine database, the doctor receives a sum of 5.40 euros. This is not an incentive to vaccinate, but rather a compensation: in fact, by filling out the file, but also by carrying out the pre-vaccination consultation and the injections, the doctors carry out a “additional work” that it is “legitimate to value“explains the National Health Insurance Fund (CNAM).
Doctors will be paid on the 15th of the month for all registrations made the previous month. The patient will have nothing to pay: the pre-vaccination consultation and injections are 100% covered by health insurance.
