“There will be support for hormonal contraception, biological assessment, prescription consultation and all care related to this contraception”, explained the politician. “There is a decline in contraception in France, and the first reason is for financial reasons”, he also argued to justify this new measure, proposed at a time when more and more candidates are mobilizing for the presidential campaign.
“The age of 25 was chosen because it is the age that marks the beginning of financial independence. It is also the age when you will definitely leave your home’s complementary health insurance”, concludes Olivier Véran.
21 million euros per year
This development will cost the State 21 million euros per year. Until then, only minors could benefit from free access to contraception. This health insurance cover, set up in 2013 for 15/18 year olds, then extended to under 15s last year, has made it possible to significantly reduce the rate of recourse to abortion voluntary pregnancy), increased from 9.5 to 6 per 1,000 between 2012 and 2018.
To justify the extension of free admission to children under 15, the government indicated at the end of 2019 that “every year, nearly 1,000 young girls aged 12 to 14 are pregnant in France” and “among these pregnancies, 770 end in an abortion”.
