From next January 1, contraception will be 100% covered for all young girls aged 18 to 25. Until now, only minors benefited from it.

Nearly four million young women are between 15 and 24 years old in France, according to’National Institute of Statistics and Economic Studies (INSEE). All are directly affected by the measure adopted unanimously in the night of Friday 22 to Saturday 23 October by the National Assembly: full coverage of contraception for all women up to the age of 25. This device is part of the Social Security 2022 draft budget and should cost twenty-one million euros.
Renunciation of contraception for financial reasons
Currently, contraception is free from the age of 15 for all minor adolescents. According to the Minister of Health, Olivier Véran, once adults, some give up contraception because Health Insurance only reimburses 65% of the price of contraceptive devices from certain laboratories, defined by the health authority. In detail, contraceptive pills, contraceptive implants, IUDs, diaphragms and hormonal emergency contraception are reimbursed, but the remainder – the remaining 35% – is either paid by the woman if she has no mutual, or advanced and reimbursed by the mutual. “I have observed, in connection with the scientific authorities, a decline in contraception among a certain number of young women, and the first reason is a renunciation for financial reasons.“, he had explained on the France 2 television news.
Contraception coverage up to 25 years old
From next January 1st, L’Assurance Maladie will therefore fully cover and pay third-party – without necessary advance payment – one consultation per year with a doctor or midwife, the biological examinations requested, as well as contraceptives for all women up to the age of 25. This device does not include female condoms, the vaginal ring or spermicides, substances that neutralize sperm. It should also be noted that, since 2018, Health Insurance has reimbursed certain brands of male condoms up to 60% for all people over the age of 15 on medical prescription from a doctor or a midwife.
According to the National Institute for Demographic Studies (INED), there were 217,291 voluntary terminations of pregnancy in France in 2019. A figure that could decrease with the implementation of full coverage of contraception up to 25 years.
