The register of cannabis consumers is open in Uruguay. Registrants will be able to buy up to 10 grams per week in pharmacies.
Uruguay takes its last step in the legalization of cannabis on May 2. The South American state has opened the consumer register which will allow the purchase of this substance in pharmacies. Reserved for Uruguayans and holders of a resident card, it alone gives access to the bags sold by the government. From July, registrants will therefore have access to the official grass. Its price: $ 1.30 per gram.
400 kilos certified
The conditions for purchasing cannabis are strict in Uruguay. The law, adopted in May 2014, caps the dose at 40 grams per month and per person. In pharmacies, consumers can therefore buy up to 10 grams per week, not one more. To accompany them, the State has made two packaging available: sachets of 5 and 10 grams.
Grass is also regulated, since it is supplied by two private companies under the control of the Uruguayan state. They have so far produced 400 kilograms of certified cannabis.
Three access modes
But the inhabitants of the country can also cultivate on their own, and have done so for several years. Indeed, Uruguay has legalized three modes of access to cannabis, two of which are already in place: home cultivation – for personal consumption – and cultivation in “clubs”.
A citizen can thus have up to 6 plants – or 480 grams – for his personal consumption. An association of smokers, from 15 to 45 people, will be limited to a maximum of 99 plants.
Uruguay is the first country to take an open stance on smoking. His approach: legalize but regulate. This is also the philosophy adopted recently by Canada. Sale to minors will be prohibited there, citizens will be allowed to possess up to 30 grams of cannabis in public spaces. They will also be authorized to cultivate, at their domicile, grains or seedlings approved by the State, within the limit of 4 plants with a maximum height of one meter.
