IFRAP, a laboratory of ideas dedicated to the analysis of public policies, has just presented its first list of absenteeism in 30 university hospitals, following the analysis of the social reports of these CHUs for 2013. The stops counted for absenteeism are sick leave, work accidents, sick leave and maternity leave.
On the podium of “bad” students in terms of absenteeism we find the University Hospital of Lille (30.99 days all causes), the Rouen University Hospital (30.94 days all causes) and the Amiens University Hospital (29.37 days all causes).
On the podium of the “good” students we find the CHU of Limoges (21.35 days for all causes), the CHU of Caen (21.69 days for all causes) and the CHU of Nîmes (22.49 days for all causes).
The iFRAP analysis
• 20% of absences are linked to parenthood, which is explained by the high proportion of female staff (73%) in hospitals.
• 30% of absences are due to a long illness, a long-term illness or an accident at work or an occupational illness. They are mainly due to the aging of the nursing population (nurses, hospital service workers).
• 50% of absences are therefore due to an ordinary illness “and it is on this part that the room for maneuver of hospitals rests” underlines the laboratory which pleads for the reinstatement of the deficiency day.
The iFRAP foundation also insists on simplifying the procedure for resuming work after a long stoppage: “Today, it is necessary to wait for the opinion of the departmental medical committee so that a professional can resume work after a stoppage of more than six months, a long-term illness or a long illness. However, these committees being overwhelmed, their deadlines for examining individual situations are extremely long, which further delays the return to work “.
