The new tariff agreement for liberal doctors, which provides for a revaluation to 25 euros of the consultation with the general practitioner, will be validated. The FMF has sealed its fate.
The second union of liberal doctors made the suspense last. The Federation of Doctors of France (FMF) announces this Sunday that she will sign the next medical convention. “We are going to sign the text. 52.95% of our members voted for the signing of the new agreement”, declared its president, Dr. Jean-Paul Hamon, after a general meeting of the union.
On July 27, a memorandum of understanding had already been signed by two out of five unions – MG France (the first union for general practitioners) and Le Bloc (surgeons). A third signature was therefore essential to allow the validation of the text which governs the relations of the 115,000 liberal doctors with the Health Insurance and fixes their fees for five years.
A reluctant signature
At the microphone of Agence France Presse (AFP), Dr. Jean-Paul Hamon is however far from being satisfied: “We are not jumping for joy. This agreement is far from satisfying us, it is not structuring, but by signing it we believe we will be able to weigh more in the discussions”.
Referring to the 960 million euros put on the table by Health Insurance at the end of the negotiations, he continues: “A desperate left will always give us more than the right”. As a flagship measure, it should be remembered that the new agreement, established after five months of negotiations between unions and Health Insurance, provides in particular for the revaluation of two euros for the consultation with the general practitioner, which would thus go from 23 to 25 euros. This from 1er May 2017.
Signature brought forward to Thursday
And as other achievements for liberal doctors, we can cite the new hierarchy of consultations, according to their complexity, with acts at 25, 30, 46 and 60 euros or even aid of 50,000 euros for installation in medical deserts . Including complementary health insurance, all the measures would cost nearly 1.3 billion euros in a full year, or double the previous agreement.
Faced with this salty addition, we learn this Sunday that Health Insurance wishes to end it as soon as possible. It has decided to bring forward the date of signing the new medical agreement. The unions are therefore invited on Thursday August 25 at 4 p.m., instead of Friday. It remains to be seen whether the first union in the profession, the CSMF (1), will sign. He plans to give his answer after a general meeting scheduled for August 25. As for the SML (2), it has already called on its departmental representatives to vote against the signing of the text during its general assembly, scheduled for the same day as that of the CSMF.
The instructions for the consultation at 25 euros
It’s certain ! The consultation with the general practitioner will be billed at 25 euros from 1 May 2017. Of this amount, a lump sum contribution of one euro is requested from any patient over the age of 18. Social Security, meanwhile, reimburses 70% of the remaining 24 euros, or 16.8 euros, and the complementary takes charge of 30%, or 7.2 euros. The flagship measure of the new tariff agreement for doctors will cost 442 million euros to Health Insurance and 565 million euros if we add the participation of mutual insurance companies.
