A decree published in the Official Journal sets the terms of the free preventive oral dental consultation for young people aged 21 and 24.

“The preventive oral examination for young adults, carried out in the year following their twenty-first and twenty-fourth birthday, must include a history, an oral examination and elements of health education” , specifies the text.

The anamnesis is a kind of medical investigation, carried out during the first consultation. It consists of a series of questions making it possible to trace the patient’s medical history, his characteristics (age, sex, etc.), his general state of health and, more specifically, his oral health.
As for the “elements of health education” which must be delivered during this consultation, the text specifies that it is a question of raising awareness of oral health and hygiene, of providing education on dental brushing, as well as food hygiene recommendations.
The consultation can take place in a private dental office with a “dentist or doctor qualified in stomatology”. It can also be carried out by a health center or in the dentistry department of a health establishment.
Complementary free acts
“The examination is supplemented, if necessary, by the following acts: intraoral X-rays, establishment of a treatment program”, adds the text. However, these acts cannot give rise to any financial contribution from the patients: it is always care covered by Social Security.
As such, the acts performed within the framework of this preventive consultation cannot be subject to excess fees, specifies the decree. Dentists will be paid directly by Health Insurance, up to 30 euros for the consultation.
In the event of an examination involving the taking of one or two photographs, the remuneration is increased to 42 euros, and to 54 euros in the event of taking three or four photographs. “The provisions of this decree come into force as of January 1, 2018”.
Established in 2007, the M’T Dents program aims to improve the oral health of young French people. It is divided into two parts: an invitation to a consultation with the dentist or stomatologist covered 100% and visits to schools. A time threatened by budget cuts, the program was finally strengthened. At the ages of 9, 15, 18, 21 and 24, schoolchildren and students can be treated without paying an advance fee, according to the terms of the Social Security Financing Act 2017.
