A decree by Marisol Touraine should ease the conditions for access to daily allowances received during sick leave. A measure that favors the most precarious.
It was a year ago: the government announced that the number of working hours needed to obtain daily social security benefits would be lowered, as part of the poverty reduction plan. In a new press release, Marisol Touraine, the Minister of Health, makes this promise a reality by announcing new measures to facilitate access to daily allowances during sick leave or paternity leave.
200 to 150 hours
Social security distinguishes the conditions of access to daily allowances according to the length of the sick leave. Until now, for sick leave of less than six months, compensation was only received if the employee had worked 200 hours during the previous quarter.
The new decree of the Ministry of Health, published this Saturday, lowers this duration to 150 hours, or 600 hours over the year elapsed before the start of the shutdown.
Compensation can also be received if the sick worker has contributed a salary at least equal to 1015 times the hourly minimum wage during the previous six months.
More extensive social coverage
This measure is above all presented as promoting equality between workers. It aims to improve social coverage by extending it to the most vulnerable.
Indeed, the initial system discriminated against the partially unemployed and precarious workers who did not always manage to justify the 200 quarterly hours worked necessary for compensation. Seasonal workers, on the other hand, were already covered by a special system.
The Minister of Health believes that the decree also promotes equality between men and women, the latter being more often affected by precarious jobs and part-time work. Finally, the measure also aims to support cancer patients, often forced to go through prolonged sick leave. It is, according to the Minister of Health, “to improve their quality of life”.
