- The government is considering strengthening the framework around Covid patients and contact cases.
- The main measures would focus on the isolation of these people, with monitoring at a distance or at home.
Now that the second wave has passed, how to manage the situation so as not to create a third? The government is considering all possible scenarios to avoid new restrictions. In his speech on November 24, the Head of State recalled how important it was for the triptych “test, alert, protect” to be as effective as possible to avoid failures.
Closing existing loopholes
In a working document that our colleagues from the Sunday newspaper were able to consult, the Ministry of Health reveals the main lines of its new offensive against the coronavirus. The stated goal is to better supervise people affected by Covid-19 as well as contact cases around them. The executive is considering setting up a mandatory quarantine for Covid patients and contact cases, in which people will be accompanied and followed, which will theoretically avoid outings, and ultimately contamination.
In its reflection, the government also proposes to have the people concerned sign a “commitment to prevention and public health”. This written record, a sort of declaration on honor, will commit the person who initials it to scrupulously respect their quarantine. It will also authorize home visits as well as remote monitoring by Health Insurance.
A device that is not mandatory
With regard to the support of Covid patients, territorial multidisciplinary teams made up of liberal nurses and social workers could see the light of day. Here, the objective would be to better target cases at risk and to be able to intervene quickly to take care of people within the same household. In particular, it will help to manage complicated situations during isolation, such as shopping or babysitting. This new device would be activated when the patient learns that he is positive.
Finally, before launching all these new procedures, massive screening campaigns could be set up in order to better gauge the needs according to the regions and population concentrations. While the quarantine of Covid patients and contact cases is strongly encouraged by the government, it is nevertheless optional. The Prime Minister, Jean Castex, does not exclude the possibility of making it compulsory, or even accompanied by financial sanctions as a last resort.
