INTERVIEW – The Health Insurance proposes to revalue the consultation u general practitioner to 25 euros. Insufficient for Jean-Paul Ortiz, president of the first medical union in France.
Will it be necessary to add two euros to the consultation of the general practitioner? Health Insurance is in any case ready to increase the remuneration of these doctors, according to information from theAFP. The medical unions and the CNAM are meeting this 1er June, as part of treaty negotiations. For the first time, the Social Security is making a gesture towards health professionals: the price of the consultation had not changed since 2011. Levels could also be set up depending on the complexity of the medical appointments made with of children with a passage of 25, to 30 then 46 euros.
But the unions might not all agree on what to do with this proposal. In fact, they all have very different demands on the evolution of their remuneration. The Confederation of French Medical Syndicates (CSMF) calls for a revaluation to 30 euros against 48 euros for the Syndicate of Liberal Doctors. MG France, which pleads for fair pricing, is the only union to ask for 25 euros.

Are you satisfied with the CNAM’s proposal?
Dr Jean-Paul Ortiz: Not at all. To reduce the expectations of liberal medicine to 2 euros is to make fun of the French and the doctors. Liberal doctors are ready to take on the ambulatory shift that the country needs. But for that, they need the means. Marisol Touraine gave 2 billion euros to the hospital last week. Liberal medicine also needs real resources to achieve this, to take charge of elderly patients or patients with several diseases and to prevent them from going to hospital.
What is the priority for you?
Dr Jean-Paul Ortiz: I note that the “attending physician” flat rate for patients with long-term illness is 40 euros. We are therefore very far from the account and in recycling. Revaluing consultation is fundamental. Our target is 30 euros. Today, we need 25 euros immediately, but also a 4-level price list. The CNAM offers either one or the other. We need both to make the most of heavy consultations, which take time.
Jean-Paul Ortiz : ” When we see the redefinition of packages, it’s DIY from existing packages. I can’t see the envelope for general medicine. “
Do you plan to sign the agreement?
Jean-Paul Ortiz: Given what is announced for general medicine, we are very far from a signature. Negotiations continue since a session is held this Wednesday. Next week, we must continue the discussions. If the government’s responses are of this order, obviously, we cannot go towards a conventional signature. The answers are absolutely not up to the crisis in general medicine and the expectations of the French.
