Better enforce “The ban on the sale to minors of tobacco, alcohol and gambling” to minors. This is the goal of government plan against addictions 2018-2022, published by the Interministerial Mission for the Fight against Drugs and Addictive Behaviors (Mildeca) this Tuesday, January 9. But while 1 in 20 deaths worldwide is linked to excessive alcohol consumption, Matignon does not foresee an increase in its price. A measure however strongly requested by doctors, in particular through an open letter last October in which they demanded an “alcohol tax”.
Alcohol too easily accessible for the youngest
While Prime Minister Edouard Philippe introduces the government plan with these words: “Each year, tobacco and alcohol are responsible for the deaths of 73,000 and 49,000 people respectively. These figures are not acceptable ”, no action is in fact taken to affect the price of alcohol. “Young minors tell us today in surveys that they have no difficulty in obtaining it”, nevertheless attests Nicolas Prisse, president of Mildeca cited by Ouest-France. The report only recommends “testing” operations, to ensure that the prohibition on sales to minors is respected by establishments.
The lack of concrete measures concerning the drink is thus deplored, confirms Nathalie Latour, general delegate of the Addiction Federation: “It’s one of the things we can regret”, she told AFP, relayed by Ouest-France. Six axes, 200 measurements
This plan, postponed several times in recent months, finally includes nearly 200 measures and is structured around six main axes:
- Better respond to the consequences of addictions for citizens and society;
- Improve the effectiveness of the fight against trafficking;
- Strengthen knowledge and promote its dissemination;
- Strengthen international cooperation;
- Create the conditions for the effectiveness of public action throughout the territory.
Among these actions, is for example the measure already voted by the deputies against cannabis. A flat-rate fine of 200 euros was thus created to better punish the illicit use of narcotics, hitherto punished by a prison sentence and a heavy fine not often applied. The revenues generated should finance preventive actions. Experimentation with safer drug consumption rooms is also being pursued. In addition, warnings are issued against “Intensive use” screens and video games, which can become ” problem “.
