It was a question of possibly relaxing the legislation to leave the freedom to the principals to choose. In 2016, around a hundred high schools had already disobeyed the Evin law and the Bertrand decree which sanctify the tobacco-free school.

But quickly, anti-smoking associations stepped up to denounce the strong contradiction between the efforts to reduce smoking among young people and the return of cigarette breaks in high schools. The question agitated the government for several days, torn between health and security arguments. Finally, Matignon ruled, The ban on smoking in middle and high schools will remain strictly applied.
