Emmanuel Macron took the opposite view of the candidate François Fillon (LR) in terms of health. If he is elected in 2017, he ensures that there will be no delisting of care by the Social Security.
According to an Elabe poll released on Wednesday, Emmanuel Macron is on the rise. One in three French people (33%, +6 points) could vote in the 1st round of the 2017 presidential election for the former Minister of the Economy, who refuses to stand for the primary of the left. Determined to dig his furrow, the founder of the political movement Working begins to unveil its program. Guest of BFMTV and RMC this Thursday, he took the opposite view of the candidate of the right, François Fillon, in terms of health.
“I will preserve shields, protections for each and everyone (…) and therefore I pledge here that on health we do not change anything, we do not take away any rights, we do not waive any care”, indicated Emmanuel Macron. With this affirmation, the one who wants to overcome political divisions is opposed to the former Prime Minister who plans to redefine the baskets of care for insured persons.
An increase in the CSG
To save Social Security, and especially the purchasing power of the French, Emmanuel Macron has other projects. He thus affirmed that he would abolish health and unemployment contributions weighing on wages in return for an increase in the CSG.
“We must be able to reduce the gap between the gross salary and the net salary. Today when you are on the minimum wage you receive 1,139 euros net per month (in fact 1,129 euros, note). This costs your employer nearly 1,600 euros, ”he recalled.
The presidential candidate offers a win-win formula: “What I want to do is remove the health contributions and unemployment contributions paid by the employee. For a couple who are on the minimum wage today, that will make more than 500 euros net of gain per year. This shortfall in the financing of social security and the allowances paid by Pole Emploi will be offset by an increase in the CSG for everyone, ”he said.
Towards a reform of the Sécu of the independents
And to those who already think that it is a question of undressing Pierre to dress Paul, Emmanuel Macron answers: “No, because the CSG has a much larger base. These are capital income, replacement income, retirees – excluding small pensions, because I want to protect their purchasing power ”.
Finally, he also promises an overhaul of the social security scheme for the self-employed (RSI), the compulsory social security scheme which provides health and retirement coverage for craftsmen and traders, whose cost and dysfunctions are highly criticized by those concerned.
