A month ago, the Primary Health Insurance Fund was delighted. According to her, doctors in sector 2 practiced a lot fewer fee overruns. The social security saw in this drop the effect of the implementation of the healthcare access contract, a system introduced in 2012 by which doctors undertake to moderate their excess fees for three years in exchange for the payment of part of their pension contributions. They thus undertake not to exceed an average rate of 100% overrun (46 euros for a consultation instead of 23 in the basic rate).
But according to the Observatory citizen of dependent remains in health, which has just published its own study on the subject, patients have nothing to rejoice about. Because if the overrun rate practiced by doctors has slightly decreased, the number of doctors who practice this fee overrun has increased. Thus, the number of medical specialists registered in sector 2 (where consultation fees are free) rose from 41.1% in 2012 to 43% in 2014.
“The creeping generalization of fee overruns among medical specialists now represents a fundamental movement,” says the Observatory. According to the conclusions of his study, overcharges now represent more than 2.8 billion euros which remain payable by patients, an increase of 6.6% compared to 2012.
