An envelope of 100 million euros for hospitals. With the approach of the Christmas holidays, the Minister of Health Marisol Touraine wishes to assure health professionals of her support and that the State also knows how to make efforts. By way of an outstretched hand, it has just announced that 100 million euros will be released for health establishments. These credits in favor of health establishments are funds that had been set aside to guarantee compliance with the National Health Insurance Expenditure Objective (Ondam). Ondam designates the estimated amount established each year for health insurance expenditure in France. This objective of regularizing health insurance expenditure includes city care, hospitalization provided in private or public establishments but also in medico-social centers, recalls the social security website.
Each year, credits are put in reserve by the government which, depending on the objectives achieved over the year, decides whether or not to “unfreeze” them.
In September, the French Hospital Federation (FHF) asked the government to pay hospitals all of the credits for the year, i.e. 367 million euros.
“It is your efforts that allow me today to confirm to you that, within the framework of this budget campaign, I will unfreeze 100 million euros of credits placed in reserve”, declared to AFP the minister in front of the representatives. Insufficient thaw in the opinion of hospital representatives
This thaw “rewards” the effort made by hospitals to reduce the Social Security deficit. A “belt tightening” on the part of hospitals came at a high price on the ground, judging by the nursing staff (including nurses) mobilized in the streets of several large cities such as Paris and Bordeaux on November 8. During this well-attended strikethe health professionals then explained their anger and their exhaustion in the face of the deterioration of working conditions and the budgetary restrictions.
Not sure that the “gift” of the minister satisfied the main interested parties. After the announcement of the unfreezing of credits by the Minister, the representative of the hospitals asked for a “total” unfreezing of the credits placed in reserve (367 million euros). A “can do better” to which the Ministry of Health responded. The “entire” of the 367 million euros benefited the hospitals, in particular to cope with the additional activity, justified the ministry, taken up by AFP.
