More than 24 million traffic violations were recorded in 2020. While speeding remains the No. 1 cause, irregular parking tickets weigh heavily, while the most serious reasons (telephone, blood alcohol , narcotics, etc.) unfortunately remain at a very high level.
Reported to some 40 million motorists, no doubt: 24 million PV drawn up during the year 2020 is a lot. It is however a little less than in previous years, a consequence of the drop in traffic due to confinements and curfews, even to the numerous radars still in the harbor after the wave of vandalism of 2018 -2019.
That said, with these statistics compiled annually by ONISR (the National Interministerial Road Safety Observatory), comparisons with earlier periods have become very difficult due to two major developments. The first, which tends to weigh down the balance sheet, concerns the now complete replacement of paper fines by electronic fines. All law enforcement (including municipal) have gone through it, which now makes it possible to better take their tickets into account. Unfortunately, these offenses are counted separately and without much detail, which falsifies the evolutions all the more as in parallel their variety increases regularly, just like their field of verbalization. The second development concerns the decriminalization of parking meter fines, which since 2018 have become simple post-parking packages (FPS), which has excluded them from this national report of fines.

In the absence of comparisons over time, this 2020 report is nonetheless eloquent. Good to know: of the 24 million PV issued, a large half was detected by radar, a small quarter by the national police and the gendarmes, and the last quarter by the municipal police (FPS not included, therefore). On this set, the ONISR divides the 372 reasons for verbalization into ten large families, whose weight in number of PV is particularly unequal. See which ones hurt the most and which hurt the least.

The 10 reasons for PV in 2020
Among the 372 reasons for verbalization, here are the ten most common detected by automatic radars, the national police and the gendarmerie. These ten reasons alone represent 77% of the fines issued in 2020 (excluding municipal police, therefore).
- No. 1 – Speeding (read by automatic radar) less than 20 km/h when the maximum authorized speed is greater than 50 km/h: 9,365,520 (+ 0.7%)
- No. 2 – Speeding (read by automatic radar) less than 20 km/h when the maximum authorized speed is less than or equal to 50 km/h: 2,514,996 (+ 10%)
- No. 3 – Speeding (read by automatic radar) greater than 20 km/h and less than 30 km/h: 472,852 (+ 10%)
- No. 4 – Use of a hand-held phone: 358,858 (–11%)
- No. 5 – Burned red light, detected by an automated device: 353,716 (– 14%)
- No. 6 – Stopping or awkward parking, other: 342,376 (–49%)
- No. 7 – Speeding (manually recorded) between 20 km/h and 30 km/h: 325,556 (+ 1.1%)
- No. 8 – Immediate non-presentation or non-justification within 5 days of possession of the documents necessary for driving a vehicle: 269,052 (– 12%)
- No. 9 – Keeping a passenger car in circulation without a periodic technical inspection: 201,629 (+ 7.9%)
- No. 10 – Insurance offenses (non-criminal): 194,171 (– 35%).
